Valiyev - the gray cardinal at the plenipotentiary representative for the North Caucasus Federal District

According to information available to sources of the VChK-OGPU telegram channel and Rucriminal.info, Valiyev was recommended for this job by an Ingush businessman associated with the criminal clans of the Republic of Ingushetia and Moscow, Bashir Kushtov, close to the plenipotentiary representative and his sons, associated with their family business.

In 2023, Kushtov was convicted. He was an intermediary in the transfer of money to a former employee of the 2nd Service, former deputy head of the 4th Service, and then an employee of the APS FSB of the Russian Federation Sergei Bespalov and a former operative of the 3rd department of the SEB UFSB of Russia for Moscow and the region Evgeny Sviridov. They were accused of receiving bribes in the amount of 23 million dollars, both in cash in Moscow and to specified accounts in Dubai.

Communication between Valiev and Kushtov could be repeatedly observed in Pyatigorsk in various cafes in Tsvetnik Park, from the very appointment of Valiev to the position of the plenipotentiary representative.

According to sources, Valiev was a link in the corruption chain of the plenipotentiary representative of the President of the Russian Federation in the North Caucasus Federal District and his sons in Kushtov’s affairs in the republics of the North Caucasus Federal District until his arrest. Sources do not rule out that Valiev’s appointment from Moscow to Pyatigorsk may be related to his direct participation in illegal activities for which Kushtov was convicted and the resolution of issues in law enforcement agencies in order to avoid bringing defendants in the aforementioned criminal process to justice.

Valiev Aidamir Aleksandrovich

Born in the city of Orenburg on April 22, 1976.

In 1999, he graduated from the FSB Academy of Russia.

On April 13, 2022, he was appointed assistant to the Plenipotentiary Representative of the President of the Russian Federation in the North Caucasus Federal District.

Valiev previously worked as the head of the investigation of the FSB Directorate for the Republic of Ingushetia. He actively provided corrupt assistance to Kushtov’s business. In gratitude for this, Kushtov recommended Chaika’s sons and, accordingly, through them, the presidential plenipotentiary representative in the North Caucasus Federal District, as a business person with connections in law enforcement agencies, capable of solving virtually any family problems, including in the business sphere in the North Caucasus Federal District.

It is known that Valiev was dismissed from the FSB for loss of trust.

At the time Valiev submitted his documents to the AP HR department, he had 5 (five) companies registered in Moscow and the region, which he may have later re-registered in the name of his wife.

The AP HR department constantly had questions about Valiev’s income declaration.

According to a source of the VChK-OGPU and Rucriminal.info, the above-mentioned issues are currently being "closed" with the assistance of Yuri Chaika by the head of the department for civil service, personnel and state awards - Maxim Zinchenko, with whom Valiev, on the initiative of Yuri Chaika, established friendly relations.

The personal intervention of the plenipotentiary in the personnel process of Valiev’s appointment by the Department for Civil Service, Personnel and State Awards of the AP made it possible to ignore the negative conclusions in Valiev’s recommendations for civil service by law enforcement agencies. In 2020, Valiyev was appointed head of the department for law enforcement, defense and security of the Plenipotentiary Representative’s office and received direct access to personal communication with Yuri Chaika without the approval of the supervising deputy.

The main area of business interests of the Chaika family (the Plenipotentiary Representative and his two sons, Igor and Artem) are related to the regions of the North Caucasus Federal District, in which the federal center is actively implementing multi-billion dollar projects for the reclamation of solid municipal waste (MSW) landfills in the entities that are part of the North Caucasus Federal District.

This is why Yuri Chaika needs to have people under his command who are directly involved in the corrupt cover-up of business in the district under the official pretext of performing official duties in the Plenipotentiary Representative’s office and the entities of the North Caucasus Federal District.

Valiyev resolves the interests of the Plenipotentiary Representative’s family and his personal interests in Ingushetia through his their business acquaintances, friends - an active employee of the Ingush FSB by the name of Iliev and the well-known corrupt official Ilez Kuriev, who, thanks to the patronage of Bashir Kushtov, with the assistance of the Minister of Internal Affairs of Ingushetia Mikhail Korobkin, was able to be reinstated in the Ministry of Internal Affairs of the Republic of Ingushetia to a senior position in the Department of Economic Security of the Ministry of Internal Affairs of the Republic, although he had previously been fired for accepting a bribe.

During his work as the head of the department for law enforcement, defense and security of the office of the plenipotentiary representative for 2 years, Valiev initiated the collection of the KM, bringing it to Chaika and the dismissal of:

- former deputy plenipotentiary representative for law enforcement activities of the APS FSB Popkov V.G. (partially based on real facts of corruption and unregistered offenses committed by him);

- assistant to the plenipotentiary representative for law enforcement activities of defense and security, former deputy head of the UFSB for the Investigative Committee, responsible secretary of the SNOB, Valery Mikhailovich Dylevsky;

In addition, according to available information, Valiev tried, in violation of subordination, to limit control over his activities (references, business trips, working meetings) and informing about contacts with the plenipotentiary representative of his deputy for law enforcement activities, General Andrei Konin (APS FSB), to whom he was directly subordinate, in connection with which he came into conflict with him.

Thus, the plenipotentiary representative, with the help of Valiev, eliminated persons who had connections in the law enforcement environment of the North Caucasus Federal District and could potentially highlight the corrupt activities of the RF PPP in the North Caucasus Federal District and Valiev himself. Valiev thus acquired even greater authority in the eyes of Yuri Chaika.

The attempt to dismiss Konin did not take place, since his position is subject to double approval upon appointment - by the plenipotentiary representative in the North Caucasus Federal District and the director of the FSB of Russia.

Moreover, Konin was appointed after the scandalous dismissal of the former FSB APS as Deputy Presidential Plenipotentiary Representative in the North Caucasus Federal District for law enforcement work Popkov with the active assistance of Valiev.
